UL 60950-1 First Edition Industry Review Plan

The following is intended to provide a general overview of the Industry Review Plan for the implementation of UL 60950-1 First Edition. UL 60950-1 First Edition, when published in early 2003, will have an April 1, 2005 Effective date and will be harmonized with IEC 60950-1 First Edition (issued October 2001).

UL has adopted this non-traditional review plan for UL 60950-1 since the numerous changes to the previous editions of the standard that have resulted in the current edition have been in response to harmonization efforts and the evolution of technology. There have been no major changes to the requirements to address concerns with the level of safety of the existing requirements. As a result, the review is essentially voluntary in that currently Listed products may continue to be Listed in their current construction. However, it does offer Applicants the opportunity to "housekeep" their UL Files, eliminating obsolete products that are no longer in production, and update their existing UL certifications.

Currently, as the date of this notice, all new products are evaluated to UL 60950 Third Edition, unless requested by the manufacturer in writing to evaluate to UL 1950 Third Edition.

As of the date of publication of UL 60950-1 First Edition, scheduled for April 2003, all new products will be evaluated to UL 60950-1 First Edition, unless the manufacturer requests in writing the use of the requirements in UL 60950, Third Edition.

UL will send out an informational communication to ITE customers during 2002 providing additional details on the UL 60950-1 Industry Review and offering to process upgrades or deletions of obsolete product Listings at a reduced fee prior to the start of the formal review. At the same time, UL anticipates announcing that Applicants will have the opportunity to have their equipment evaluated to the proposed UL 60950-1 before it is published.

Effective April 1, 2005

  • All existing product categories (EMRT, QAOT, QQBK, QQHX, WYQQ) will be maintained so currently Listed products may continue to be Listed. Category information in our on-line Database for categories not aligned with the current standard will be modified by modifying the Guide Information for these categories to clearly identify the status of their certifications in relation to the Standards used within them. Any construction changes to these products after April 1, 2005 will result in the need to re-evaluate the product to the current UL 60950-1 First Edition requirements.
  • The NWGQ and QQGQ categories will be maintained and utilized as the "top-level" preferred categories, with all new product certifications evaluated to UL60950-1 First Edition being placed under them. All new products will only be evaluated to UL 60950-1 First Edition. New files will only be created under NWGQ or QQGQ, as appropriate.
  • Applicants whose current certifications are to UL 114, UL 478 and UL1950 1st & 2nd Ed (with or w/o D3's) may transition their certifications to the latest requirements using valid CB Reports and Certifications (Reports) by other IECEE CB Scheme NCBs in an effort to significantly reduce the amount of work involved.
  • Transitioning from UL 1950 Third Edition or UL 60950 Third Edition to UL 60950-1 First Edition will involve the minimal amount of effort. Transitioning from other standards may involve proportionately more effort, depending on the standard originally used and the status of other international certifications for the same product(s).

The formal review process will be initiated Q4 of 2003 (18 months total) with the Important Letter describing the Industry review process and Applicants' options under the Review. The review will be facilitated with List (A, B, C, D, and E) responses from for customers to indicate the status of their products (no response would indicate to leave product Listings in current or corresponding non-NWGQ categories, which is the same as List E).

  • List A -- Obsolete Products (as of date list returned, and requested to be removed from Applicant's File(s) as soon as possible)
  • List B -- Excluded Products (products not to be produced as of 04/01/2005)
  • List C -- Products in Compliance (and requesting updating of File/certification to UL 60950-1 First Edition)
  • List D -- Products not in Compliance (but requesting updating of File/certification to UL 60950-1 First Edition)
  • List E -- Products to remain in established categories with no change

This reduces the formal Review process to the following (approximate):

  • Important Letter: October 2003 
  • Lists Due (concurrent w/Engineering Cutoff Date): April 2004
  • Effective Date: April 2005

All transitions and file updating as requested will be completed prior to Effective Date.
