Chemicals: Japan Implements Phased-In Ban on PFOA

On July 10, 2024, a Cabinet Decision designating perfluoro alkanoic acid (PFOA) isomers, salts, and related compounds as Class I Specified Chemical Substances was published in the Kanpou, Japan’s Official Gazette. These amendments come in the wake of the decision at the Conference of the Parties to the Stockholm Convention to designate these substances under the scope of elimination.

The implementation shall be as follows:

Designation of perfluoro alkanoic acid (limited to those with a branched structure and 8 carbon atoms) (PFOA isomers) or their salts as Class I Specified Chemical Substances September 10, 2024
Designation of PFOA related compounds (perfluorooctyl iodide, 8:2 fluorotelomer alcohol, and compounds designated by MHLW/METI/ME Ordinance) as Class I Specified Chemical Substances January 10, 2025
Prohibit the import of the following products containing PFOA-related compounds:
  • Fabrics treated to impart water- or oil-repellent properties.
  • Defoaming agents.
  • Water and oil repellents, antifouling agents, textile protectants.
  • Coating agents for optical fiber or its surface.
  • Fire extinguishers, fire extinguishing agents for fire extinguishers and foam extinguishing agents.
  • Clothing treated to impart water- or oil-repellent properties.
  • Carpets treated to impart water- or oil-repellent properties.
  • Floor wax.

Prohibit the use of the following substances other than two essential uses:
  • Using perfluorooctyl iodide (PFOI) to produce perfluorooctyl bromide (PFOB) for pharmaceutical manufacturing purposes.
  • Using 8:2 perfluorotetramer alcohol (8:2FTOH) to produce perfluorooctyl ethyl oxypropyl methacrylate (PFMA) for invasive and implantable medical devices manufacturing purposes.

For the time being, the substances may be used in fire extinguishers and fire extinguishing agents if they comply with relevant technical standards.
