On June 4, 2024, the Consumer Product Safety Commission (CPSC) and the US Customs and Border Protection (CBP) announced their intent to expand the current Partner Government Agency (PGA) message set test (Beta Pilot) to include up to 2,000 additional participants.

The Beta Pilot test is a program that will allow the CPSC to develop, test, and implement processes and procedures for an eFiling requirement for imported, regulated consumer products. The information gathered from this program will be used by CPSC to improve its IT systems, refine data collection procedures, and establish internal and external procedures for using the data. It is also intended to assess how well importers can submit data electronically.

When it was first announced on June 10, 2022, the Beta Pilot test called for 50 voluntary participants. This expansion now includes 2,000 additional participants and would allow more importers to assess and refine capabilities for eFiling certificate data elements into the Automated Commercial Environment (ACE) via a Partner Government Agency (PGA) message set. The test may extend for an additional three years, or until an effective date of a final rule requiring eFiling, whichever comes first.
