Chemicals: France Enacts Law Banning PFAS in Certain Products

On February 27, 2025, France’s National Assembly adopted a bill to prohibit the production, importation, exportation and sale of cosmetic, wax and textile products containing PFAS above certain concentration limits by 2026 and 2030.

Key dates outlined in the bill include:

  • January 1, 2026—All cosmetic products, textile clothing and footwear, waterproofing agents for textile clothing and footwear and wax products containing PFAS are prohibited.
  • January 1, 2030—Any textile product containing PFAS is prohibited, with the exception of textile products necessary for essential uses, those contributing to the exercise of national sovereignty and for which there is no substitute solution, and technical textiles for industrial use, the list of which is specified by decree.

The prohibitions do not apply to products containing perfluoroalkyl and polyfluoroalkyl substances present in a concentration less than or equal to a residual value defined by decree.
