The U.S. Consumer Product Safety Commission (CPSC) has finalized the rule on the Safety Standard for Soft Infant and Toddler Carriers, completed on November 20, 2024, and goes into effect on February 22, 2025.
The final rule specifies ASTM F2236-24 Standard Consumer Safety Specification for Soft Infant and Toddler Carriers as the mandatory standard. ASTM F2236-24 establishes performance requirements, test methods and marking requirements to promote safe use of soft infant and toddler carriers. Consistent with the Consumer Product Safety Improvement Act (CPSIA), this direct final rule updates the mandatory standard to incorporate by reference ASTM’s 2024 version of the voluntary standard.
A soft infant and toddler carrier is a product, typically of sewn fabric construction. It is designed to contain a full-term infant to a toddler, generally in an upright position, near the caregiver.
