UL Toy Safety Certification Mark
We developed the UL Toy Safety Certification Mark as a holistic approach to test for the safety and compliance of toys. These tests include mechanical use and abuse, flammability, and chemical testing for lead and other heavy metals.
Testing for the U.S. is based on the latest ASTM F963 Standard Consumer Safety Specifications for Toy Safety. For the European Union (EU), testing is based on EN 71–1, EN 71–2, EN 71–3, EN 71–4, EN 71–5, EN 71–7, EN 71–8, EN 71–12, EN 71–13, EN 71–14 and EN 62115.
In addition to product testing, we conduct Follow-Up Services throughout the life of your certification to assess continued compliance with our requirements. You can expect to undergo inspections and Follow-Up Services at different stages in your supply chain.
Testing to ASTM F963-17
In 2017, ASTM International published the toy safety standard ASTM F963-17, the revision of ASTM F963-16. This revision provided clarification of the standard requirements and included a major revision to projectile toys requirements. It also clarified that the Kinetic energy density (KED) requirement for stored energy projectiles only applies to the projectiles that have kinetic energy greater than 0.08 Joules (J). UL Solutions is able to verify compliance with the ASTM F963-17 standard.
Age grading soft toys
When age grading soft toys, UL Solutions follows current EU guidance to comply with Toy Safety Directive 2009/48/EC. Soft toys include, but are not limited to, soft-filled toys with sequins, puffer balls, puffer figures, puffer animals and yo-yo balls.

We hold Notified Body status under the EU Toy Safety Directive 2009/48/EC and EU Low Voltage Directive.
