Restricted Substances: New Documentation Requirements

Organizations worldwide, including those referenced in NFPA 1970, have developed restricted substance lists to evaluate product safety.

Under the NFPA 1970 standard:

  • Certification bodies must perform a document review to verify compliance with restricted substance requirements. This review requires:
    • A certificate of compliance indicating adherence to an organization’s certification program or Section 8.21 of NFPA 1970.
    • A test report clearly correlating the tested product with certification results.
  • Reviews occur only during initial product certification and focus on major components like the outer shell, moisture barrier and thermal barrier.

Optional Labeling Claims for Total Fluorine

For manufacturers opting to make PFOS-related claims, NFPA 1970 introduces a total fluorine testing requirement:

  • If the total fluorine content does not exceed 100 parts per million (ppm), manufacturers may include a specific statement on their product labels.
  • Testing applies to a limited selection of materials within the finished product.

Amanda Newsom is the Principal Engineer for Personal Protective Equipment at UL Solutions.  She has worked within the engineering team throughout her entire career; testing and certifying personal protective equipment for first responders, industrial workers and medical workers.  She represents UL Solutions on a number of National Fire Protection Association (NFPA), ASTM International, and International Standards Organization (ISO) technical committees where she provides input throughout the standard development process.  She has a bachelor’s of science degree in Textile Engineering from North Carolina State University and is recognized as a Distinguished Member of Technical Staff at UL Solutions.
