Expanded Helmet Soft Goods Requirements

In the previous NFPA 1971-2018 standard, only ear covers were required to be removable and reinstallable within 20 minutes. Now, under NFPA 1970, this requirement is extended to all helmet soft goods. This includes ear covers, sweatbands, chin straps, nape device coverings and any other textiles that contact the firefighter’s head—enabling easier and more frequent cleaning and decontamination.

For the first time, NFPA 1970 introduces a detailed testing procedure in Section 9.9.2, which outlines the steps for evaluating the ease of removal and reinstallation of helmet soft goods. This test uses three test subjects, following specific manufacturer instructions, to support compliance. With these new protocols, manufacturers are better equipped to meet safety and hygiene standards.

Robin Tutor is an Engineering Manager for the Personal Protective Equipment team at UL Solutions.  She has worked in the PPE team at UL Solutions for 24 years, specializing in the testing and certification of first responder footwear, gloves, and helmets.  She serves as UL Solution’s alternate voting member for the NFPA Committee on Structural and Proximity Firefighting Protective Clothing and Equipment.  She is a graduate of North Carolina State University with a bachelor’s of science degree in Textile Engineering.
